A duty needs a practical model for behaviour, risk, evidence, decisions, intervention and escalation—not just legal wording.
Unclear operating models become expensive technology requirements. Define the regulatory work first.
Sunk cost is not a reason to continue. Re-test the problem, value, capacity, dependencies and benefits.
Cases closed and inspections completed may matter operationally. They do not, by themselves, show whether harm or risk changed.
Look at the hand-offs between policy, regulatory operations, legal, customer, data, technology, procurement and delivery. That is often where the real risk sits.
